The Secretary to the Cabinet operates under the direction of the Prime Minister. The main functions of the Secretary to Cabinet are to arrange the business for meetings of the Cabinet and of Cabinet Committees, to assist the Prime Minister in preparing the Cabinet agenda, to keep minutes of meetings, to convey decisions to the appropriate person or authority, and to co-ordinate the work of the Cabinet with ministries so as to ensure that the policies laid down by the Cabinet are implemented.

The Secretary to the Cabinet heads the Cabinet Secretariat which provides the operational support facilities that enable the Cabinet to efficiently fulfil its constitutional mandate of assuming the general direction and control of the Government of Malta, for which it is collectively responsible to Parliament. The Cabinet Secretariat includes a Director who deputises for the Cabinet Secretary in some respects.

The Secretary to the Cabinet is also responsible for the administration of Malta's system of honours and awards in terms of the Gieh ir-Repubblika Act 1975. In addition the Secretary to the Cabinet chairs the Internal Audit and Investigations Board, which oversees the work of the Internal Audit and Investigations Directorate.

Godwin Grima was appointed Notary to Government in 1979. He was appointed Director (Land Registry) in 1993 and Director General (Land and Public Registry) in 1999. Dr Grima became Permanent Secretary (Ministry for Justice and Home Affairs) in January 2002 and Permanent Secretary (Office of the Prime Minister) in June 2004. He was appointed Principal Permanent Secretary in January 2005 and Secretary to the Cabinet in January 2006. Dr Grima is also Deputy Chairperson of the Malta Council for Economic and Social Development, Deputy Chairperson of the Malta Information Training & Technology Ltd, Chairman of the Advisory Board, Malta Council for Science & Technology, Chairman of the Institute of Public Administration and Management and member of the National Family Commission in a personal capacity.


Ms Cecilia C Attard

Director (Cabinet Office)

Cecilia Attard joined the Public Service in 1967. She served in various departments before moving to the Cabinet Office in 1991. Ms Attard was appointed Assistant Director in the Office of the Permanent Secretary (OPM) in January 2000 and Director (Cabinet Office) in December 2001.
