ORGANISATION

Does the Office of the Prime Minister consist of the staff at the Auberge de Castille?

The Office of the Prime Minister (OPM) consists of various departments and other units. It is commonly referred to as "Kastilja", but this is strictly speaking a misnomer. Departments and units within OPM other than the Armed Forces are housed within four buildings in addition to the Auberge de Castille:

  • 3 Castille Place, Valletta (Department of Information, Staff Development Organisation)

  • 12 St Paul Street, Valletta (Planning and Priorities Co-ordination Division)

  • 13 St Paul Street, Valletta (Operations & Programme Implementation Directorate)

  • National Road, Blata l-Bajda (Management Efficiency Unit)

  • Factory A29, the Marsa Industrial Estate (Government Printing Press).

Who is administratively responsible for the Office of the Prime Minister?

The Office of the Prime Minister (OPM) is managed by the Principal Permanent Secretary (PPS) who is head of the Public Service.  In this respect, all departments fall within the remit of the PPS through the respective Permanent Secretaries.  Currently the PPS is also fulfilling a dual role as the Secretary to the Cabinet.  The two roles are distinct but have a direct reporting relationship to the Prime Minister.

The Principal Permanent Secretary is supported by two Permanent Secretaries - a Permanent Secretary (Policy) and a Permanent Secretary (Strategy and Operations).

Although all departments and units within OPM fall under the overall responsibility of the Principal Permanent Secretary, they report to one or other of the Permanent Secretaries appointed within OPM.  A Cabinet Secretariat headed by the Director (Cabinet) supports the Secretary to the Cabinet.

THE AUBERGE DE CASTILLE

The Auberge de Castille is a historic building. Can I visit it?

Unfortunately it is not possible to allow visitors into the Auberge for sightseeing purposes. Normally, visitors are only allowed into the building if they have official business or if they have an appointment with a member of staff. The Auberge is opened to the public only on New Year’s Day, when by tradition the Prime Minister accepts greetings from the public, and on special occasions.

How intact is the original structure of the Auberge?

The Auberge de Castille was virtually rebuilt in 1741. Some changes naturally occurred to adapt the building to contemporary needs, both in the British era and subsequently, but they are not extensive and by and large the structure has remained unchanged. I have an appointment at the Auberge de Castille. Which entrance should I use?

Visitors should normally enter the Auberge from St Paul Street (facing the side of the Castille Hotel). The main entrance is used by ministers, high representatives of other countries, and persons who have an appointment with the Prime Minister.

What should I do if I have a query or a complaint about the services provided by a department within the Office of the Prime Minister?

You are welcome to contact the Assistant Director (Boards, Committees and Customer Care) at OPM. You may also use the Servizz.gov.mt facility. Any requests submitted through Servizz.gov.mt and concerning OPM are routed to the Assistant Director (Boards, Committees and Customer Care).

I am not sure if my query concerns OPM. What should I do?

Your best choice should be to use Servizz.gov.mt. The staff who operate this system will themselves determine which ministry, department or entity should deal with your query and they will direct it accordingly.

If you send us a query that does not directly concern OPM, we will inform you accordingly and either redirect you to the appropriate authority or else forward your query.

I would like to talk to the Prime Minister. What should I do?

You should contact the Prime Minister's Secretariat. The Secretariat may be reached on telephone number 2200 1400.
