The main aims of the HR Systems & Data
Management Department within the Management and Personnel Office are:
-
to further develop and maintain a
service-wide comprehensive human resource system with a view
to provide regular, accurate, timely and qualitative
information appraisal for optimum planning;
-
to implement and develop further the Performance
Management Programme (PMP) and improve employee performance
against approved output and predetermined quality standards;
-
to organise and maintain fora for Human Resources
Managers and to keep them aware of new developments and
policies;
-
to develop systems for the
effective implementation of teleworking across the Public
Service; the introduction of modern mechanical and/or
electronic systems for the purpose of recording attendance;
the introduction of flexible working hours across the Public
Service; and for the control of the abuse of sick leave;

to undertake research into and
keep abreast with new developments in the field of HR
Systems & Data Management and for this purpose build an
adequate library; and
-
to further develop and maintain the website/s relative
to the Management & Personnel Office and the On-line
Recruitment Portal and ensure that they are continuously up
to date.

Mr Anthony Azzopardi
Director (HR Systems & Data Management)
Anthony Azzopardi joined the Civil Service in 1976.
He was posted in various ministries and departments
where he was involved in various changes, of which,
the introduction of the FSS (Final Settlement
System), the introduction of enforcement of Social
Security Contributions and the merger of both FSS
and SSC within the Inland Revenue Department. He
joined the Management and Personnel Office in the
Office of the Prime Minister in February 2005 and
was appointed Director – HR Systems and Data
Management – in July 2007.
