The Department of Resourcing within the Management and Personnel Office assumes overall responsibility for staffing in the core Public Service. The Department is directly responsible for recruitment and promotions of staff in the General Service grades (clerical, executive and middle/upper management grades common to all departments) and for the deployment of General Service staff within ministries and departments.

The Resourcing Department provides support and advice to ministries and departments in the filling of specialised departmental/technical/professional posts in accordance with Classification Agreements reached with unions and of contractual positions on a definite contract in line with regulations and policies upheld by the Public Service Commission. Staff complements in ministries and departments are also monitored to ensure that actual needs are reflected without being exceeded.

The Department plays a central role in the implementation of more streamlined recruitment/promotion procedures according to  Public Service Commission regulations.

The responsibilities of this Department also extend to recruitment and re-deployment within the wider Public Sector in terms of OPM Circular No. 14/2005 which provides for the setting up of the Re-deployment and Recruitment Advisory Group (RRAG). Chaired by the Principal Permanent Secretary, the RRAG includes the Financial Management and Monitoring Unit within the Finance Ministry.

Mr Leo Bonnici, BA (Hons), MBA
Director (Resourcing)

Leo Bonnici joined the Public Service in 1979 and has served in the Ministry of Foreign Affairs and the Office of the Prime Minister. He has been involved in the field of human resource management since his deployment to the Management and Personnel Office in 1985. Mr Bonnici was appointed Director (Resourcing - Public Service) in August 2005 and his designation was altered to Director (Resourcing) in February 2007 to comprise the Public Sector.
