The Management Efficiency Unit (MEU) is the in-house management consultancy organisation of the government of Malta. It is constituted as a separate organisational entity within the Office of the Prime Minister. Its main role is to assist Ministries and Departments in the development and implementation of effective change management strategies intended to lead to the improvement of public services.

The MEU has been involved in a wide range of projects ranging from the development of new legislation to organisational restructuring. It is currently providing support to various government initiatives including development of management strategies, systems, structures and solutions to improving service delivery, operational efficiency, make better use of available resources, and improve value for money spent. The Unit is also asked to address several Ministry-specific issues and challenges.

The Unit is also responsible for formulating and co-ordinating Malta’s National Reform Programme within the re-launched Lisbon Strategy, Better Regulation, Euro Changeover within the wider Public Sector (including Local Councils), and Schengen project management.
