The Management Efficiency Unit (MEU) is the in-house management
consultancy organisation of the government of Malta. It is
constituted as a separate organisational entity within the
Office of the Prime Minister. Its main role is to assist Ministries
and Departments in the development and implementation of effective
change management strategies intended to lead to the improvement
of public services.
The MEU has been involved in a wide range of projects ranging
from the development of new legislation to organisational
restructuring. It is currently providing support to various
government initiatives including development of management
strategies, systems, structures and solutions to improving
service delivery, operational efficiency, make better use of
available resources, and improve value for money spent. The
Unit is also asked to address several Ministry-specific
issues and challenges.
The Unit is also responsible for formulating and
co-ordinating Malta’s National Reform Programme within the
re-launched Lisbon Strategy, Better Regulation, Euro Changeover
within the wider Public Sector (including Local Councils), and
Schengen project management.

Chief Executive Officer
John Aquilina was appointed Chief Executive Officer in
October 2003. During the previous 16 years he held senior management positions
relating to information technology, business development, and innovation with firms in
Malta and the UK. He worked and developed business solutions for organisations in
the public sector as well as in the software services, automotive and manufacturing
sectors. He has been nominated as the Malta NRP co-ordinator, responsible for
the executive formulation and implementation of
Malta’s National Reform Programme. He is also
Chairperson of the Public Sector Sectoral
Committee (Euro Changeover) and a Director of
MITTS LTD. |
