| The Principal Permanent Secretary is head of the
Public Service. He is responsible for the overall organisation and
management of the Public Service, particularly human resource management.
The Principal Permanent Secretary has a government-wide remit and a key
leadership role in Public Service change initiatives. He sets targets
for and assesses the performance of other Permanent Secretaries on the
Prime Minister's behalf, and he plays a key role in the selection of
staff for top management positions in the Public Service.
The Office of the Principal Permanent Secretary provides administrative
support and policy advice to the Principal Permanent Secretary. It
includes the
Management Support Directorate.
Following the recent restructuring within
OPM, the Principal Permanent Secretary will also be responsible
for the
Armed Forces of Malta,
the
Defence Matters Directorate,
the
Management and Personnel Office
(MPO), the
Management Efficiency Unit
(MEU)and the Industrial Projects and Services Ltd.

Dr Godwin Grima
Principal Permanent Secretary
Godwin Grima was appointed Notary to Government in 1979.
He was appointed Director (Land Registry) in 1993 and Director
General (Land and Public Registry) in 1999. Dr Grima became
Permanent Secretary (Ministry for Justice and Home Affairs)
in January 2002 and Permanent Secretary (Office of the Prime
Minister) in June 2004. He was appointed Principal Permanent
Secretary in January 2005 and Secretary to the
Cabinet in January 2006. Dr Grima is also Deputy Chairperson of the
Malta Council for Economic and Social Development,
Deputy Chairperson of the Malta Information
Training & Technology Ltd, Chairman of the
Advisory Board,
Malta Council for Science &
Technology, Chairman of the Institute of Public
Administration and Management and member of the
National Family Commission in a personal
capacity.
